Why are rules not enforced equally?

Why can some call people douchebags and other crap and yet others are warned or banned for something that would be no worse. Is it ok to call people douche bags? I don't have a problem following the rules or being nailed when I break them but damn. At least try to make it look like you enforce the rules equally. Is that to much to ask?
